James L. Barnes


Experience Highlights:

Mr. Barnes has 13 years of experience in software development, database administration, modeling and simulation, data analysis, and operational analysis associated with the federal government, emergency management, and environmental monitoring. He concentrates on data management, Geographic Information Systems (GIS), environmental characterization, model development, application and Web programming, simulation design and execution, data analysis, data validation, operational analysis, and performance measurement.

Professional experience:

MicroSystems Integration, Inc.                                                                               2008 – Present

  • Modeling and Simulation.  Provided data management and analytical support for CGMOES large-scale modeling and simulation. Analyzed weather conditions and cutter transit requirements to define vessel capability limits. Managed and validated requirements, validated model outputs, and analyzed operational effectiveness based on model results. Projects include:
    • Department of Homeland Security Aviation Fleet Study (AFS).
    • Department of Homeland Security Multi-Mission Cutter FleetStudy (CFS).
    • USCG Modeling and Simulation Master Plan (MSMP), and Modeled Concept of Operations (CONOPS) Update V3.0.
    • USCG and Department of Homeland Security (DHS) Fleet Mix Analysis (FMA).
  • USCG Great Lakes Pilotage Bridge Hour Definition and Methodology Study.  Supported efforts to assess the ratemaking process for U.S. Great Lakes Pilotage services. Analyzed historical trip data; evaluated staffing levels, seasonal workload, and cumulative fatigue; and modeled the ratemaking process.
  • The Interdiction Committee Western Hemisphere Transit Zone (WHTZ) Performance Gap Analysis (PGA).  Supported efforts to analyze and validate WHTZ drug interdiction assets and operations. Provided data integration between the UPLM and the Guard Maritime Operational Effectiveness Simulation (CGMOES) model.
  • USCG Modernization Effort.  Provided analytical support for Coast Guard Modernization, including organizational design, alignment, and change management. Developed automated roster updates and validation processes for over 45,000 personnel. Integrated the Coast Guard organizational structure with the Unified Performance Logic Model (UPLM) and developed scripts to automatically generate organizational charts and functional statements for all parts of the organization. Contributed to on-going UPLM design and development with code written in ASP.NET, VB.NET, and MS Office VB scripts.

Previous Experience:

Beaudreau Electric                                                                                                       2007 – 2008

  • Developed an In-Station Diagnostics (ISD) program to monitor fuel vapor recovery against CARB regulations for California gasoline facilities.
  • Configured and documented all software testing of the eSite2 program. Documented functional requirements, test plans, test results and failure reports. Implemented Mantis bug tracking and TestLink test management software. Administered a mySQL database.

Applied Science Associates                                                                                           2006 – 2007

  • Implemented a windows service to provide customer access to oil spill-related GIS data.
  • Developed the GIS interface for an Emergency Management resource tracking software.  The GIS data is accessed as a public Web Mapping Services.  Consolidated code branches in this combined C# and VB.NET application and provided an option to run against either an Access or SQL Server database.  Administered a SQL Server database.
  • Incorporated CMap electronic Charts into a VB6 Oil Spill Management application.

MPRI Ship Analytics                                                                                                    2000 – 2005

  • Contributed to the development of the CRISIS Emergency Management Software, and developed GIS interfaces to off-the-shelf models.
  • Contributed to the development of the ILog Emergency Management call-tracking web application written in C# against an Oracle database. Integrated GIS mapping using ESRI Web Services into the ILog web application.
  • Provided software development support, including Windows and Linux server administration, Oracle database administration, software training, demonstration data, and technical documentation.
  • Audited operations to meet ISO 2000 Quality Standards.

Skills and Expertise:

  • Mr. Barnes has completed Federal Emergency Management Agency (FEMA) training on developing, facilitating, conducting, and evaluating drills and exercises. He has also successfully completed the Basic Incident Command System, National Response Framework, and National Incident Management System Training Courses.
  • Mr. Barnes is proficient in the use of the full Microsoft Office suite; used extensively through various forums to communicate assessments and recommendations.
